Animal hoarding is not by the numbers

Animal hoarding is not usually classified by a specific amount of animals, however it is classified by the care and condition of the animals.
Those who hoard animals are not setting out to be cruel or to neglect, they are doing it out of a true love for animals, however lack the financial or physical means to properly care for the animals.
