2nd Animal Neglect Investigation Under Way


Officials in Marshall County said someone dropped off 11 dogs after hours this week -- some in need of immediate care, very thin and plagued with worms -- and the case could be connected to a Belmont County investigation.
Marshall County Animal Shelter worker Cindy Brautigan said an animal control officer spotted two women dropping off 11 dogs on Wednesday and got their names and phone numbers. The first woman gave the name "Carmen."
Brautigan said she thinks it's the same woman who investigators said is suspected of animal hoarding in Belmont County: Carmen Wallace, a caretaker at 4 Paws Rescue facility in Neffs.
NEWS9 called Wallace, who was detained in a raid Thursday at 4 Paws, and she confirmed that four of the dogs dropped off in Marshall County were from her property. She said those four animals have had veterinary treatments..."  More & video
